Under the outline�s background, the outline should be painted in white. Paint the shadows with the same color as the outline�s one.

Go back to the background with the green rectangle. Use the instruments Burn tool and Dodge Tool for lighting and blacking out. It will help to create gradients like these and passages.

Now type V3 (Times new Roman) in the left lower corner.

Create a circle in the upper left corner using the Elliptical Marquee Tool and set Stroke 5px with the color code 574976. Create also a smaller circle with Stroke 3px. Then type the word Post Office. Bend and turn over it using the instruments Free Transform and Create Warped Text.
