Make a copy of the new represented layer and select the Free Transform option to turn it around on 180 degrees and change its parameters:

Blending Options-Gradient Overlay

Gradient’s parameters:

Using the Rectangle Tool (U), represent ten vertical rays of black color and combine them in a group. The group must have Opacity of 25%.

Choose a Ellipse Tool (U) to represent a circle of white color, placed in the central part of the picture.

Blending Options-Stroke

Make a copy of the new made layer and select the Free Transform option now to enlarge it a little and apply different parameters for the copy:

The Opacity on the layers should be of 60%.

Gradient’s parameters:

Select the Custom Shape Tool (U) and choose a corresponding shape from the table shown below:

Draw a flare on the upper part of the indicator using the Pen Tool (P):

Fill 0% on the layers:
