Blending Options-Gradient Overlay 
Gradient’s parameters: 
Make three copies of the new made layer. The first two copies we’ll keep the same, but the third one needs to be processed with Free Transform option, changing its size by stretching it along the colored stripe. 
Make two copies of the processed copy and apply different parameters to our new copies. 
Fill 0% on the layers.
