Blending Options>Gradient Overlay
Gradient’s parameters: 
Take the Ellipse Tool (U) again to represent a flare on the indicator’s surface, correcting its shape and marking out the necessary top, applying the Convert Point Tool.
Choose next the Free Transform option to place the flare on the upper part. 
The layer’s parameters:
Fill 20% on the layers.
