This group should have an Opacity of 30%.
Make visible again the primary logotype’s group. 
Create a new layer and choose the Ellipse Tool (U) to draw a flare on the upper logotype’s part. 
The layer’s parameters:
Fill 0% on the layers.
Blending Options>Gradient Overlay
