Make another copy of the new made layer and then choose again the Free Transform option to make the corrections on the copy’s sizes. Select also the Convert Point Tool for changing the position of the lowest head and of the layer’s shape (selecting different parameters too).

Using the Ellipse Tool (U) try to draw one more flare, placed on the top’s left side. Its placement may be corrected with the Move Tool (V) when opening the next palette:
