Next we’ll just make several copies of these stripes by turn and insert the text:



We have to represent the bottom of the site only. It’s necessary to take the Rectangle Tool (U) and apply it, like it is demonstrate next picture:



Apply Blending Options>Gradient Overlay

 




It’s what we have got:



Create a new layer and then select the Brush Tool (B) with the next color #0099CC to draw a feature which should be hidden in a mask after that:



The last stage. Now we’ll choose the Custom Shape Tool (U) - Thin Frame circles and use the instrument as we did at the beginning. The color’s code is #0066СС. Place them under the gradient’s as it is demonstrated next picture:
