Apply Blending Options>Gradient Overlay
It’s what we have got:
Create a new layer and then select the Brush Tool (B) with the next color #0099CC to draw a feature which should be hidden in a mask after that:
The last stage. Now we’ll choose the Custom Shape Tool (U) – Thin Frame circles and use the instrument as we did at the beginning. The color’s code is #0066СС. Place them under the gradient’s as it is demonstrated next picture:

I just don’t understand, once you’ve done that, is it just a background or really a web site? You just have to upload it on your ftp server?
