Use the next parameters from the tables below for the text:
Select the Pencil Tool (B) and try to represent two dividing stripes. Create a new layer for this operation. The light – blue stripe has this color #267EAE and the dark – blue one has the next color – #004F80
It’s what we should get:
Continue by representing the informational blocks of our site:
Using the Rounded Rectangle Tool (U), represent a window with the same edges’ radius as it is written next:
Apply the next parameters for Blending Options as in the next example.

I just don’t understand, once you’ve done that, is it just a background or really a web site? You just have to upload it on your ftp server?
