Use the same tool when inserting several white small arrows.
Two arrows must be colored with
#96D4E6 
Two more arrows have the color
#00A0C6. Use the same
Custom Shape Tool (U) to draw them.
Take the
Pen Tool (P) and represent a shining star of white color. Correcting its shape is possible with the
Convert Point Tool.
Make twenty – four copies of the shining star drawn last and select
Free Transform option to change the copies’ sizes and their placement on the picture.
