The layer’s parameters: Blending Options>Stroke

 



Select now the Rectangle Tool (U) and represent a white flare on the text. Don’t forget to turn over the layer with Free Transform option.



Press Alt button and make a mouse click between the layers of white flare and the text’s one (on the layers’ panel), the same way described above earlier. The layer’s parameters: Blending mode-Soft Light

 



Insert also the text on our picture. Using the Free Transform option, try to incline a little the text:
