Gradient’s parameters: 

Next step we’ll rasterize the layer containing the effects. We need in this case to create a new layer, place it above the recently made one, then press CTRL button for marking them out and finally press CTRL+E. On the rasterized layer we’ll apply the Burn Tool (O) and the Dodge Tool (O) to dark out several zones or make them lighter on the picture. 
Combine into a group all the layers containing the voluminous flower (press Ctrl button to mark out the necessary layers and then hold on the left mouse’s button while moving the marked layers on Create a new group selection). Make two copies of the made group and use the Free Transform option for changing the copies’ sizes, placing them the same way demonstrated below: 
Next we’ll add the text on our picture, keeping the demands inserted in the table below (I used this font from dafont.com): 

The layer’s parameters: Blending Options>Drop Shadow 
Blending Options>Outer Glow 
Blending Options>Inner Glow 
Blending Options>Stroke

Cut out his figure and put it on the picture: 
Choose these parameters for the layer with the skateboarder on it: Blending Options>Drop Shadow
