1.Open new document 400×400

2.Filter > Render > Clouds

3.Filter > Render > Difference Clouds

4.Hit Ctrl+F 3 times

5.Filter > Distort > Wave

6.Filter > Pixelate > Mezzotint Medium Dots

7.Filter > Blur > Radial Blur
Amount: 100, Blur Method: Zoom, Quality: Best

8.Hit Ctrl+F
9.Filter > Distort-> Twirl
Angle: 200

10.Duplicate the layer, Set its Blend Mode to Lighten

11.Hit Ctrl+E

12.Duplicate the layer again,Set its Blend Mode to Overlay

13.Hit Ctrl+E

14.Duplicate the layer again, then Filter-> Distort-> Twirl
Angle: -400
set its Blend Mode to Lighten

15.Make sure the duplicated layer is Highlighted on your Layers panel, and go to
Filter > Artistic > Plastic Wrap
Highlight Strength: 15, Detail:9, Smoothness: 7

16.Make sure the layer the BASE layer is Highlight on your Layers panel, and go to
Filter > Artistic > Plastic Wrap
Highlight Strength: 15, Detail:9, Smoothness: 7

17.Make sure the duplicate layer is highlighted.
Hit Ctrl+E
Duplicate the layer again
Edit > Transform > Rotate 180
set its Blend Mode to Lighten

18.Hit Ctrl+E
Hit Ctrl+B, the Color Balance box should come up
